True cities are major hubs of commerce, learning, and industry. They have centers of higher education, factories, several railroad lines, plenty of options for entertainment, and people from many different cultures and ancestries rub shoulders here. Still, as much as the inhabitants might take pride in their home, most cities remain subordinate to their metropolis - they exist to support the capital, and not vice versa. Still, while opportunities for advancement are more limited in the smaller cities, they also have fewer dangers and much lower costs of living. Many people are quite happy being a big fish in a small pond rather than having to deal with the extreme competitiveness of the capitals.
