Metropolitan Culture
There are many Flannish cities, but there are only few genuine metropolises which control vast protectorates like a spider controls its web. Each metropolis has many millions of living souls inhabiting it, many of whom will be willing to tell any visitor at length why their home and their home alone is the most distinguished among the Flannish Cities, and the true heir to Atalus. To those who rule them and many who live in them, the metropolis is the only place that truly matters in the grand scheme of things, and everything else is just the hinterlands - necessary evils who provide the metropolis with the food, resources, and people it needs to grow, but nothing that needs to be respected. To be a citizen of the capital is to be exalted among other people - even if one lives in a slum. And both the metropolitan government and its captains of industry spend vast amounts of funds resources to turn their cities into the most spectacular place to live in - no matter who gets trampled underfoot.
